"abstract": "The European Union has agreed to stricter rules on the sale and export of cyber-surveillance technologies. As the lead (technical) negotiator from the European Parliament for 4 years I want to share what happened and why in the negotaitions with the European Commission and the European Member States, especially the German Council Presidency. I answer questions such as:\r\n\r\nWhat does the result mean for human rights, privacy and democracy?\r\nWhat will change for companies such as FinFisher?\r\nWho lobbied how and why on this law that governs about 50 billion \u20ac in exports of dual use goods from the EU?\r\nWhat does the European Union need to do next with its democratic global allies?\r\nWhat is Germany's and BAFA's role as the biggest player?",
